US President Donald Trump should send large amounts of weapons to Iranian civilians in order to spark a civil war in the country, Senator Lindsey Graham has suggested.

Speaking to Fox News host Sean Hannity, the South Carolina Republican framed the proposal as a “Second Amendment solution” for the Islamic Republic and an alternative to deploying American ground troops.
“If I were President Trump and I were Israel, I would load the Iranian people up with weapons so they can go to the streets armed and turn the tide of battle inside Iran,” Graham said.
Hannity noted that Washington had already attempted similar efforts in the past. Last month, Trump confirmed that the US had sent “a lot” of firearms to Iranian protesters during nationwide unrest in late 2025.
However, according to Trump, the weapons were stolen, and previous attempts to spark regime change in the country have failed, even following the assassination of Supreme Leader Ayatollah Ali Khamenei in February.
“Do it again,” Graham said, adding that “I love the idea of empowering the Iranian people with weapons.”
He further argued that such a strategy would make life “hell” for the Islamic Revolutionary Guard Corps, stating that “it’s one thing to be bombed by America. It’s another thing to have your neighbor shoot back at you.”
The senator’s latest remarks follow years of advocating aggressive action against Iran’s government, including calls for the US military to “destroy the air force, sink their navy,” and suggestions that the country be “blown off the map.”
Meanwhile, geostrategic analyst Christopher Helali, who recently returned from inside Iran, said the objectives of the US and Israel are “not about liberating the Iranian people” but about “destroying Iran’s future.”
He pointed to strikes on civilian infrastructure, including medical facilities, schools, and universities, as evidence of that strategy.
